I've got no problem with people who don't pay for services being denied those services.

Water however you shouldn't be cutting off. Reduce to an absolute trickle allowing them to at best drink to stay alive sure, but completely cutting it is a violation of human rights.

To residences, yes.

Lets take my neighbor as an example! New car every 3 months. Got a final demand letter delivered to me (wrong address). R30k in arrears for arrears. They are non white

So my question: how much months of no action does it take to start getting money in?

The best the council could do is put prepaid in

The bottom line: to many ride the gravy train! And lets blame someone else for non payment

If it was me, I was cut off after day 7

So sad!
