Source?Many of the buildings cut off are in active disputes with Tshwane. The city is putting up this display of 'kragdadigheid' while they know many of the accounts are being disputed. Most businesses paid because they were put in an impossible position. The city will soon be forced to pay back these amounts once the disputes are resolved.
Stealing from law abiding ratepayers who subsidise these thieves is also an abuse of their human rights!To residences, yes.
