I'm not an EGR expert but it seems to me that you should bypass the EGR valve as it serves no performance purpose, except to preserve trees, not when the turbo is already forcing air into the intake. I'm sure aftermarket solutions exist for getting pass the management.

It doesn't even save the trees. It cuts down slightly on exhaust gasses, but increases fuel consumption, which in turn causes an increase in exhaust gasses. Huge bloody clouds of smoke in fact, once it starts playing up.

I know that aftermarket solutions exist (in DIY form) for Merc, but I don't know the Ford system at all.

Here is what I would recommend:
1) go onto the fordowners forum and ask for a good mechanic in the area that knows the brand.
2) take it there for a quote.

If it was me and they are truthful about the issues I would recondition the turbo clean the intake manifold and either remove or replace the egr valve. A thumb suck cost for that should be maybe R8000-R10000 at most.

Maybe try places like mrturbo and turbodirect. They sell OEM turbo's at a fraction of the price.

If the 1.6 TDCI uses the same system as the 2.0 and 2.2, your turbo has an electronic turbo vane actuator. This can also fail (was prone to failure in the 2.2 TDCI), causing loss of power and the management light to illuminate. It's either that or a clogged EGR valve, but I'd start by cleaning out the EGR valve.
