They aren't airtight shutters are they? Otherwise if the hot air between the shutters and the window are flowing out through the crack in the window then something has to replace it. Without a strong enough breeze this would be the colder air from inside forcing its way outNo positive pressure. They're just solid screens that stop the air passing.
