Don't supermarket chains have trained security staff?
And are there any regulations or laws which forbid them from acting on the spot to prevent theft?
To be fair, I think until they attempt to leave the premises, they aren't guilty of theft.... so this clip doesn't show actual theft.
Thing is Tesco's has a captive market so the higher-ups will be happier to plead corporate responsibility than be seen to be heavy handed on those poor down-and-out-in-Hampstead-Heathers.
Yes, the security staff I mentioned are directly or indirectly employed by the supermarket chains.
They do intervene - most of the shoplifting perps are known to security staff anyway, from previous encounters. They are often followed around the store as a deterrent, but yes, can only really be jumped on when they leave.
Tell tale signs are people wearing heavy clothing in summer and even things like prams are used to assist the skulduggery. Security staff generally know what to look out for.
Retail management are heavily targeted on shrinkage reduction, so there's no way that shoplifting is ignored - whether it's perpetrated by external scoundrels or by staff themselves.
