The state should look after all the unemployed, but put them in one large building and feed them at set times so at least the per-person costs can be reduced due to economics of scale. Same meals, same clothes, same haircuts, again to benefit from economics of scale.

Have high walls around the building and also put up barbed wire and metal bars across the windows so that people can't get out if it benefits them to be there.

You know on the subject of unemployment, we were having a discussion in the office the other day on how to solve the unemployment epidemic in our youth. Almost entirely universally we all agreed that bringing back conscription would be a huge step in the right direction. A bit off-topic I know, but still.

Yeah no, our army is completely useless as it is you'll just add to the burden.

I like the idea of cleaning up towns & doing community work better.
Nothing for free in this life, you gotta work for it else it means nothing, like a library building that just begs for a burning.
