I just don't understand that the restriction of freedom of movement of all men, how that can be justified?

Well :
a) they may want to leave the country as they have no interest in fighting , cannot have that, sets a bad tone
b) they may side with the enemy , cannot have that, also sets a bad tone
c) the regime may need to press gang/conscript them to fight when it becomes desperate and they need more pawns to continue playing their strategy games.
