Putin's internal popularity in Russia goes through the roof when he pulls off these "clever moves" of his. These manouvers I feel are more about maintaining power over Russia than expanding Russia. That is the side benefit. Taking territory without actually declaring war and playing the misinformation game in a way that makes it seem the people want his troops there. This is just unconventional warfare, and conquest of a sovereign state. Thing is he has left enough doubt that the world will not start a real war over it, especially with nuclear arsenals on the table. He knows it, they know it.
