No it's not as they're not removing the equipment they'll be doing the audit at the county.

The forensic audit constitutes a seizure insofar as it creates a legal right for someone aside from the owner to exercise control over the property. It does not necessarily imply that the property has to be moved, that is just a practical consideration to prevent the possibility of tampering or some other extra-legal response.
