The article you listed quoted a few experts giving their opinion. Contradicting opinions were also given.I did. They are conflating the NSC numbers with pandemic response team numbers. The pandemic response team was a smaller team that reported to the NSC.
Results do speak for themselves, the 230 000 deaths would indicate that the pandemic response faltered miserably.

It needs to be a form that does not progress over time as Biden has made verbal gaffes since 2008 at least.
