Yes, according to the letter of the law, they can impeach him for not using 2 ply toiletpaper on tuesdays if they want to. That doesn't make this any less of a farce, and the only people that don't know it appear to be those suffering from TDS.

Honestly, I'm beginning to think they are screwing this up on purpose. Its very simple, hold vote to start off with and lay out process from there, they didn't even get that right... They know they have nothing, reps will eventually have no option but to go to courts etc to get their rights, dems will have it thrown in their faces, and then say, well, we can't continue to impeach him due to technicalities but that doesn't mean hes innocent etc... its a game to them
Schiff is neck deep in the Russiagate hoax. He's desperately trying to save his own skin cuz him and all his buddies were so sure Trump was gonna lose that they never thought to plan their exit strategy in the event that he won.

Furthermore, the Trump camp need look no further than Mr Trump, Mr Giuliani and Mr Mulvaney themselves for fueling a trial by media through the highly incriminating statements that they've made on television. Mr Mulvaney admitted in so many words that aid was held up partly because they wanted Ukraine to investigate Biden, while Mr Trump asked China to investigate Biden in a televised interview. As for Mr Giuliani, whatever, I don't understand his logically incoherent ramblings most of the time, but he's not doing Mr Trump any favours when he represents him on TV.

Impeachers Searching for New Crimes

The search for the perfect impeachable offense against President Trump is reminiscent of overzealous prosecutors who target the defendant first and then search for the crime with which to charge him. I am not afraid of confrontation, so I say things as I see it. I have said it before. You should really get another hobby, because you take this stuff far too seriously.

I have plenty to say on a number of issues, but I really don't have time to sit here and write essays about all the issues with this, because it means nothing. Last time I did that, I wasted so much time and effort. I will rather go get a glass of champagne with the girls, or make a delicious meal for family and friends than try and engage with this.
