It's exactly what's happening. Too many unfulfilled jobs is not an unemployment problem. People are choosing not to go back to work because they aren't happy with labor conditions. The economy could provide full employment tomorrow if workers were happy with the salaries they were being offered.
Let me explain simply.
If (you as say) supply is exceeding demand, then not only would there be downward pressure on wages (there is anecdotal evidence to suggest the opposite), but the millions of jobs going unfulfilled would not be happening. Businesses can't find workers so how can there be excess supply?!
