It's a legal thing. If they certify they can't continue with their case.

Ideally everything else should be put on hold until this is solved instead of forcing them to capitulate.
So in essence they are being blackmailed into certifying.

Performing ones duty is stupid? Interesting... I guess thats one of the very big differences between them and the dems... dems would ignore all the problems claiming 'conspiracy' and certify just to get the seat... They have seen problems and have their duty to perform, and therefore can not certify with all the problems and errors
