If this is 1mbits serving an entire hotel then it is wholly inadequate and could never be considered "high speed" access by any international standard, hell, single users in the states and UK have > 1mbits just serving themselves. I know when I was staying in the UK I had 1mbits access to the room in one of the hotels I was staying at (and never dipped below 100KB/s). It *was* expensive however, approx. R30 for 24 hours (so about R900 for 30 days), but at least it was 1mbits and didn't appear to have anything along the lines of shaping - and it wasn't limited in anything other than time.
V&A can only expect to be able to offer a couple of KB/s to each room during peak hours if 1mbits is all they're going for.
