Vehicle license and registration - best and quickest place in CT?

Hi,

I need to get my bike registered in my name, pre-filled in the blue form etc. The last time I had to do this and do licensing I went to Pinleands in CT and they were relatively quick I guess, 20mins and I was done. Im thinking the licensing dept in Civic Centre is much closer to my work...but wondering how long it will take if I go during lunch? Are they hectically busy there or should I save myself the hassle of long queues and just got back to the Pinelands one?

Is this the Pinelands Vehicle Registration and Licensing department talked about in this thread? I need to hand in an ALV form as well as an NCO form. Does anyone know if they definitely take these forms? I do not want to drive there and queue for nothing
