People underestimate the skills of rural folks, they might not be qualified but there are many skilled people there with years and years of experience in various trades, building and construction being one of them.It's a short span. Probably overengineered any way.

That's why tenders are just nonsense, you can get a project manager, an Engineer, a couple technicians and many local projects can be done directly by the government using local labour.

Community initiatives aren't rare. Where I come from, communities have crowdfunded for boreholes, subsistence farming, sport kits, community hall, etcHere, ladies and gentlemen, we see the rare African solutions to African problems in the wild..
In many communities these initiatives have been going on for many years. You know many communities dig graves on their own, don't you? They never rely on municipal services.The best time to observe one is usually after their chosen government has repeatedly ignored their requests & protesting doesn't get them noticed anymore.
