VNC to a 3G computer

I need to VNC to a computer that has 3G, any ideas, If I need a static IP how would I set it on the card ???

Two options:

1) Use the 'Listening Viewer' on VNC and let the server make the connection to you. This will work today but someone at the server must initiate the connection.

2) Wait for the (soon to be released, nearly here, imminent) unrestricted APN and use that together with DynDNS. This won't require a server side action.

How much will this cost, All I want to do is view some things on pastel, when i am out of the office. and do the other odd things, but cant get my tea lady to initiate a connection,
