Hello. I'd recommend getting Leopard 10.5.8 and installing it to a USB, it's not hard to do.
That would be mine too but there is a reason why Tiger might be preferred. For one, it runs a snappier OS on an old Mac like the original MacMinis. Also, some PPC macs have issues booting USB (although not all - Apple updated firmware somewhere along the line).

I found that with enough RAM, Leopard is ok but yeah Tiger was certainly a bit more performant.
