Vodacom carrier billing on the Windows Phone Store

Hi guys, I'm not sure if this is the correct section for what I'm about to ask. I have a Nokia Lumia and I use Telkom Mobile. I wanted to buy an App in the windows phone store so I bought a Vodacom sim card cos they support carrier billing on the WP store, but now I'm not able to purchase the App. Every time I try purchase it I go the store, click buy and after verifying the purchase there's no option for Carrier billing. I've tried contacting Vodacom via twitter and customer care, I emailed Nokia SA and Microsoft SA but they are ALL ignoring me. Can someone please help me? How do I fix this? This is really frustrating. Thanks.

As I posted in your other thread. Disable Wi-Fi before opening the wallet, you have to connect to the wallet using the Vodacom network for it to enable the carrier billing.
