Vodacom year end promo?

In 2004 the VC year end promo was free smss and last year it was free smss and mmss AFAIK. What criteria do the powers that be at VC use to decide on the promo? And is there perhaps a window of opportunity for subscribers to offer suggestions? My suggestion (like all the other data hungry people on this forum) will be a certain amount of free data or reduced prices over the promo period

I would assume any freebies would be targeted at the biggest possible user base.

I take it more free smss and mmss. Possible reason for not promoting data: data network will be unable to cope with increased usage and crash?
