Voice Service Down - DSL Up

Why has this happened?

I tried unplugging and re-plugging etc. Also plugging lines in one at a time.

Telkom line is totally dead in term of dial tone. DSL:

Quick answer. Phone line needs DC continuety for phone to work but ADSL is high frequency modulated carrier, so one leg of your phone pair is probably broken, but here is still enough capacitive coupling on the line for ADSL to work.
