Facts are
1. VOIP is direct competion for Cellular use in general
2. MTN has made it's stance very clear about this.
3. If this is deamed to be instituted the people will be notified in advance.
4. MTN has publicly noted this and unlike the others who has the same ideas MTN is not hiding anything to their users.
Yes MTN can bill that if they see it fit.

Thank you for laying out the answer so neatly, and directly. Quite frankly, I understand why MTN are making a stance like this. Its good business practice to protect yourself from "new tech" that could potentially destroy much of your market share.
However, one thing that SA telecoms (and other) companies don't seem to realize is that the user is in control. The user dictates what he wants to do, and the price he will pay, not the operator! Fighting the user will slow down the proccess of adoption, but it will not stop it! Fring WILL take over a meaty share of voice calls in SA.
So, who's scared?
MTN - will be forced to carry large amounts of data traffic, while loosing a lot of standard (GSM) voice calls that they make far more money on.
Non Symbian / Windows Mobile - cell users who have "older" cellphones will be sure to get a Symbian phone with their next upgrage, which probably means a Nokia. Again.. possibly making Nokia the unchallenged top dog in the cell hardware market. (potentially).
Telkom and all telecoms operators - will be forced to drop prices, and come out with packages like the Closer300 Closer500, etc. These packages are now available to curb the mass adoption of Voip on PC (ie, Skype).
Who wins?
The user - thats you, and me! We will be able to comunicate for less, allowing for better business, closer family relationships, and more spending money.
So.. yes, it sounds all very far fetched at this point. But ifI told you 10 years ago that you could take a photo with your cellphone you would also have told me it far fetched too. Tech changes the world!
