Vox Telecom - Octotel Poor Speed on gigabit

Recently upgraded to Gigabit from Vox Telecom on Octotel, and the speeds have been horrible.

Steam downloads (over 70GB) maxed out at a peak of 700mbit per second.

Initially we thought it was the router so we upgraded to a new router that had gigabit ethernet, but it stayed the same.

Any tips or is this just what gigabit from @Vox looks like?

Octotel networks aren't the best I've seen complaints by multiple people who tired the 1gbps and just couldn't get the speeds.

We have Octotel at work and it's really bad... Packet loss is present on the FNO network and they do nothing about it
