Vox Telecom service levels on par with Telkom's basic non-existent service levels

I applied at Vox Telecom to have my 4Mbps upgraded to 10Mbps. On their system, I am already on 10Mbps. Vox has billed me pro rate for Oct.2017 and full 10Mbps rate for Nov.2017. Debit order for total amount went off my account on 01 Nov.2017. Today is 05 Nov.2017 and I am still on 4Mbps line.
I e-mailed the CEO, who passed my complaint on to the Operations Manager, who e-mailed me and said she will reply the same day after some investigations on her side. 6 days later and I have not heard anything!
I call the activations and technical departments daily! Everytime I hear "apologies, line will be up end of business day, or end of next business day, or this and that person from Activations will contact you...nothing!
Vox Telecom may as well merge with Telkom because both companies service levels are setting a new standard of being poor to non-existent!
