Why do they need Reservoir Hills to be at 30% anyway phase 1 RH is above 40% and phase 2 around 23% so doesn't that qualify you guys?

Those figures of 50% for phase 1 and 23% for phase 2 means that we’re halfway there for achieving the 30% for phase 1. Ditto for the same logic for phase 2.

As for why Atholl Heights needs to wait for Reservoir Hills is beyond me.
