W Cape man guilty of 285 counts of fraud

A Western Cape man has been convicted of defrauding the Overstrand Municipality of R3 million by submitting false quotations to secure tenders, it was reported on Wednesday.

Hermanus Mostert was convicted of 285 counts of fraud by the Hermanus Magistrate's Court on Tuesday, The Cape Argus reported.

According to the newspaper, Mostert, who owned HM Irrigation, was responsible for looking after the equipment and machinery at the Hermanus Sewerage Plant and Preekstoel Water Purification Works between 2004 and 2009.

He would submit false quotations in the names of his friends and acquaintances, to create fake competition with "higher" prices than his own, genuine quotations, which he always ensured were the lowest.

Sentencing proceedings would start on May 28.

That was very clever of him, though he should have covered his tracks better. I'm not condoning his actions, but at least he wasn't blatantly stealing and defrauding like so many others do. His actions basically gave him a competitive advantage.

Aside from the false quotations he sent through, what about legitimate quotations from other suppliers? Surely there were others out there who could match or beat his own quotations? He could have no control over this, unless somebody on the inside was quietly tossing these in the trash.

I don't get that either. he would not even know at what price they came in at.
