No even they're not that dumb. This time we will suffer through the year and the diesel will be kept for next year. Just in time to "fix" load shedding before elections...
Yeah. Only to be used when the stages are politically inconvenient to the ANC (Stage 6 and up).

I am struck by @Sinbad's post that SA used 37GW at peak in 2007....now we barely get to what, 32GW in winter?

SA has been using less electricity over the last 5 plus years. The heavy users like chrome and manganese smelters have reduced output or shut down.
