Well yes, the BEE machinery needs to work, the comrades need to keep fellow comrades in a job.
As for migrating to digital broadcasting... ah pleez... that was supposed to happen like over a decade ago...

Analogue television sets will then only work if they are connected to a decoder.
So what they're saying is people with analogue tv sets will no longer require a tv license.

Q: WHAT IS A TELEVISION SET, AS DEFINED IN THE BROADCASTING ACT?
A: Any device designed or adapted to be capable of receiving a broadcast television signal. That includes a PC fitted with a TV tuner card, or a videocassette recorder (VCR) connected to a monitor or TV screen.

I thought they were going to do a 'household levy" for TV licence.. now they switching the analogue television signal off? So what does this mean, no more TV licence if you don't have this digital decoder box thing?

People still use a VCR? Also how does a VCR connected to a monitor receive a broadcast signal?

Most VCRs had tuners built in so they could record tv shows.
I don't remember that, interesting. I thought it had analog audio and analog video input ports to record the broadcast signal from the television. I know some VCRs had radios, but I didn't know it actually could receive a tv signal too.

No, they are saying we don't need a TV license at all:
