Warning over new petrol and diesel rules for South Africa

South Africa's petroleum refinery capacity could become obsolete within two years, the South African Petroleum Industry Association (SAPIA) has warned.

I wonder what the trade cost will be vs EU for failure to improve emissions in supply chain energy use and how that cost compares to the input cost (they not gonna continue to allow carbon & pollutant offloading like the US does).
