Got to say - in our Brave New World - there is getting less and less places for crims to hide: fingerprint databases, genetic fingerprint databases, etc - that is - if the cops had any clue on how to preserve the integrity of a crime scene - which they don't - and which is pretty useless in our environment - where much killing is random. Was kebble and crane a random shooting - or is that leaving too much to chance?

They do not have representatives because it is not a state, just like Guam and the US Virgin Islands do not get to vote in federal elections. They do get to vote on local issues such as the mayor. Nothing special, and nothing wrong with the current set up.

DC also has a blanket ban on all firearms, hence their low crime rate.
