There's not nearly enough information here to conclude that. Plus she looks kind of like a bitch, so I suspect she didn't give a sht about their skin colour at that moment. Plus if you've ever had staff under you you would understand the frustration of working with people that are uncooperative.

Plus all her staff are black, if she is a racist she'd probably have all white staff.
