The yank is jumping the gun there it seems to me. Foreigners are supposed to pay fines immediately as far as I understand. Not sure if it's at the roadblock or you go to their office but my understanding is you pay before proceeding.

I don't believe that its a cut and dry case, but the fine going from R600 to R200 is suspicious.

Corruption & extortion go hand in hand with traffic law enforcement & little is being done to stop it. Traffic authorities have been TALKING ABOUT body cams for ages. That's ALL they do. Talk!

I don't, I can see a lawyer easily explaining their client out of trouble, there is nothing that is explicit enough on that video for anyone to be confident of a successful criminal prosecution, unless I missed something.You don't?
