Why is such a public utility operated by a private landlord ?

WTF

Also their claim of paid up in full is probably just a cheap shot at getting public outcry to shave off whatever they owe. I doubt there is any truth in the statement of "paid up in full"

Water returns to Sandton Gautrain station after R136,000 part payment

The Gautrain station in Sandton will get its water back - but taps at the Cedar Park properties, where the station is housed, will remain dry until its R8m bill is settled.
The announcement was made by Johannesburg mayor Herman Mashaba on Wednesday after a three-week water cut at the station.
“The City of Johannesburg, through its municipal entity Joburg Water, is currently installing a separate water meter for the Sandton Gautrain station. This will see water being restored to the station during the course of tomorrow [Thursday],” said Mashaba.
According to the city, Cedar Park has failed to pay its rates and services bills for nearly six years, which resulted in water supply being cut off to the property last month.

I would not allow any restoration of services until the entire R8m bill is settled. R136000 is nowhere near this. Its not even 10% of the total bill.

Just give the drug addict some more drugs, he is a good guy I swear!

I actually had not - good call. My feeling here is that Gautrain can prove if they have paid utilities or not. If the landlord has not then they should be personally prosecuted. Determining liability in this case should be trivial.

Personally I am more interested in how the land was taken from the city.

Who says it was taken, Sounds like Cedar park properties owns that land and bembela/Gautrain is just leasing it.
This if it is the case is anyway a bit foolish as you will have to lease forever from the current landlord. If it change ownership they might even refuse the gautrain to operate further as they want to use the land for some other development.

Strange things going on:
The City of Johannesburg – then controlled by the ANC and now in the hands of a DA-led government – is believed to have paid nothing for one of the most expensive pieces of land in Johannesburg, due to a deal that Cedar Park would only need to pay once turning a profit from the property. And as long as they keep leasing units rather than selling them, they may remain exempt from payment, City Press reports.
