Then why change the constitution?

To foreign investors: "Don't worry we'll never take your property if you invest here, promise"...
To local investors and property owners: ...crickets

Thats is quite literally the opposite of what he is saying. But who knows how President Malema will interpret it in a few years time

After the elections I was a bit tired of the news and haven't followed closely since then

In urban areas, people want land to build homes, and a lot of that land is owned by municipalities and SOEs – we’re going to be focused on that
Who is going to help fund these houses? Or will it basically be small little townships nestled in between built-up areas..

Land invasions is a criminal element. EWC is not strictly speaking what enables this. You will have our less fortunate comrades who think EWC means they can now simply steal land. But to equate land invasions to EWC is moronic to say the least.

He added that South Africa has large parcels of land which are owned by state-owned enterprises, municipalities and over government branches, and that’s what the land the new laws would focus on.

Application of Act

(2) Despite the provisions of any law to the contrary, an expropriating authority may not expropriate the property of a state-owned corporation or a state-owned entity without the concurrence of the executive authority responsible for that corporation or entity.
Concurrence, more like a conflict of interest and when it comes to the ANC, and parties alike, the cadres are knee deep into this unless of course, it is of their own benefit.
