It is but I am unsure how businesses can untangle themselves from doing state business. Doesn't CR do business with state as well ?

No as far as I know, at least not directly because someone can always argue that a mine is given a license by the government therefore...

In this sense the Lesotho guy is dealing directly with the state, as in getting a tender from government.
