Probably at the expense of Gauteng, I doubt it will increase the overall numbers traveling from Heathrow to South Africa on Virgin that much but those who wanted just to visit Cape Town not forced to go via Joburg.

I'd say it's expected. Probably anticipating SAA complete demise or a shift in pax from SAA to other airlines. I know SAA doesn't fly out of CPT to LHR but you can guess hiw many that land at JNB connect to Cape Town.
