Legality outside of Lockdown is mostly based on if they pay SARS or not hence checking for stamp. Taxes last time I checked was about +- R17.00 a packet so if you find something bellow that price you know there is no way they legal.

I do know some of the brands from before lockdown on both legal & illegal sources.
I don't know hey.. I suppose not as it is sold for less than the required tax per packet, so I assume No..
Taxes are currently R19 a box so anything below that is guaranteed to be illicit. Someone is getting major kickbacks by turning a blind eye to this trade before and during LD. Our dodgy mates at Carnilux being one of the big players in this market..

Some very interesting reading below:

'‘Value’ cigarette brands are widely sold despite the tobacco ban – and they’re awful', you know... except for the ones that aren't half-bad.

Bought a carton of RG Menthol for my mom today for a trifling R670. Long for the days when R400 was considered exorbitant

Went on a mission yesterday to see what I could find. Northern Durban (La Lucia up to Umhlanga) Only Pacific Blue available varying between R120 - R100 a packet. That stuff is horrendous. Today I am going to head out Phoenix way and see what there is available out there.

We bought yesterday and the price actually went down. We only paid R450 for a carton. It is Wish but better than nothing.

CK Gold for R600 per carton in Chatsworth. Best skyf so far compared to the rest of the lot (Pacific = horrible, RG = meh, rest are horrible).

Bought a carton of Empress Royal - R 650. Its 14mg tar and 1.4mg nicotine, so doesn't seem it was meant for the local market
