Well if it worked for you then continue, last I checked just the table level locking was bad enough without getting into the other undesirable quirks, and using access as a frontend interface to a backend sql engine sounds completely bizarre, not sure what use case has that as an optimal approach to other possible solutions.
What solution do you suggest that would give him a fully functioning database in less than 3 hours ?

Just a pure DB, any vendor provider can be up in less than 10 minutes (yum/dnf/apt-get install mariadb). But for a full on order and delivery tracking system with a side sprinkle of bookkeeping for the accountant in 3 hours I can't, that's why I said if its works for you then continue to do so. I normally encounter the following:
