I send a complaint to ICASA regarding the RAIN network very poor performance due to over subscription. After 2 weeks got SMS that matter out of their jurisdiction. Referred to Internet Service Providers Association. Now that helps as much as trying to catch contents of a raw egg. ISPA is an association without any teeth. My problem is on the Network layer irrespective of Internet or not. There is no or little throughput. Now why is ICASA involved in DATA pricing but not data throughput if the network is supposed to be LTE-A speeds. This looks like another state capture issue.
Speeds of higher than 2.6 mbps is rare and only lasts for few minutes or even seconds. The ISP has no control over the downstream provider.
