You're not going to get ethernet to RS232/RS485 much cheaper than that.
Try Rs-components.
You don't need specifically that model. It's a fairly generic device.
Weird that they'd use it for video. I'd expect it to be part of maybe a SCADA system
IF you are into hacking you use an Arduino Ethernet or Arduino Leonardo to do the same.

You could also look at Rockwell, ProSoft, Westermo products but then you're going industrial and going to pay more.
