You're not going to get ethernet to RS232/RS485 much cheaper than that.
Try Rs-components.

You don't need specifically that model. It's a fairly generic device.

Weird that they'd use it for video. I'd expect it to be part of maybe a SCADA system

Nah it can be different model /brand..just want a devoce that does a similiar job
