What is this thing on the ceiling fam

My previous landlord sadly passed away and I had to find new housing very quickly. Found a pretty old place in a good neighbourhood for cheap and moved in. My bedroom has a ceiling fan that does not work. It has this weird white thing attached at it's base. Can anybody please explain to me what it is?
