What lead to the Broadband Explosion in the UK?

I was wondering what lead to broadband revolution in the Uk. Because I read lots of UK mags like PC Pro and Computor Shopper and they seemed to promote broadband from about August 2002 but didn't explain why broadband had suddenly become cheaper.

Is it to do with Oftel (now OFCOM) finding BT guilty or something?

Tony Blair's promise of a 'Broadband Britain' and BT's end to the monopoly by oftel/ofcom caused dsl to explode there. The same should happen here pretty soon.

largely it was ofcom's intervention, on behalf of the government forcing bt to drop their prices, combined with BT being forced into local loop unbundling; and yes, they had to dragged into it kicking and screaming.
