These cars belong to the banks. Folks bought them, the market crashed and they could no longer afford them. Fearing imprisonment they fled the country.

Also theres a lot of dust from the sandstorms, cars can look like that after 1 week untended.

Not only Dubai - I've written before, that I found my way around Riyadh by going from luxury car to luxury car.

Many of the Dubai ones are abandoned because they cannot be paid for - the Saudi ones are parked off after a couple of years and left - no Used car market at all.
