When I go the bank on a busy day, when I have to go change my tyres, when I'm sitting waiting for a movie to start, when I'm on a long trip and not driving, etc.
Basically, I use it all the time..... to help pass the time. I love it when other people are getting frustrated by standing around waiting for something/someone, when all I do is pull out my PSP.
Also remember since it has wireless connectivity you can browse the web on a PSP. Posting in forums is kinda lame tho since you don't have a keyboard.

She looks good in Hackers, which I own for the PSP along with Lord of War.
I also convert all my TV series (SmallVille, Prison Break, Lost etc.) and Anime into PSP format. When I'm not near my PC I can still watch all my favourite shows. I'm only limited by the size of the memory card.

Around R8000 for the console and between R800-R1000 per game? You could get an Xbox 360 (which has the same grafix quality last time I checked) plus more then a couple of games for that price.

It doesn't have a usb port but can be plugged into a usb plug via a cable. The best way is to get a bigger memory card, 1Gig or bigger.
