Ithink the money will run out there.

I've seen townhouses and clusters go for R1 - R3 million there and rent on them ranging between 6k - 17k p/m depending on the area. If you can get two for ~R5 million in Sea Point (which you can, cheapest ones start at R1.5 mil) you are looking at 20 - 35K p/m. A single bedroom townhouse I came across is being rented out for 17k p/m.

I'd pay off my brother's student loans, buy each of them a house worth R1.5m and invest R1m for my niece and nephew's education. That leaves me with R13.5m. I'd pay off my current bonds and buy good property in 5 provinces, rent them out and use the remaining money to build a petrol station with a car wash and restaurant.
