Is it possible to install the desktop version of WhatsApp on a Windows computer and link it to a landline?

The use case I have in mind is a stationary shop that provides secretarial services to customers who might want to communicate and share files via WhatsApp rather than via email.

So that shop is completely at a stop and not moving?
 
I tried the instructions but, after typing in the 6 digit code, the process fails. I also do not get the Call Me option.
Hi, try the following steps:

1. Download WhatsApp Business to your phone
2. Ensure you grant WhatsApp Business all permissions before attempting anything
3. Proceed with the normal registration process of WhatsApp Business
4. Choose verify by call (voice call) on the verification step.
5. Wait a minute for the period stipulated and tap call, the call should come through. Ensure you have a pen handy because that robot is very fast in giving the code.
6. If you don't receive the verification call specifically for VoIP number, ensure that your VoIP client is not connected on the same network/device as your WhatsApp phone.
7. If you are lucky to get verified, link WhatsApp Business with WhatsApp Web / Desktop App
