When can one sell, buy or reply

Hi everyone

Each time I try to either add an item for sale or reply to a for sale add I get this message

I can post in general discussions etc but it seems on the classifieds it's locked for some reason. Is there a minimum amount of posts a user needs to post before they can buy and sell?

rules to keep scammers away...or at least make it more difficult...
