Where does telkom congestion occur ? At their towers or internet breakout

Hi Guys

I have been wondering, in the afternoon the internet speeds on telkom LTE drop to 3/4Mbps where as during the day I get anywhere from 20 to 50 Mbps.

So my question is what is exactly experiencing congestion, is it the tower where users in the area connect to ? or is it some where along their internet breakout (eg some internet router on a ethernet or fibre interface)?

I was just curious to know their setup

Interesting question apparently on another thread people mentioned if it's a Lte tower it will have a fiber back haul.
