the funding for broadband is placed on hold to allow more work to be done on the broadband strategy and subsequent implementation plan

Any loads more will be spent on talking crap.

they do most of their work in january and february - they change all their documents to "2013". the rest of the year they spend on going to work and doing nothing. basically they're all striving towards being like wally from the dilbert comics.

how can a department like this, that barely functions, keep going on and on without someone from government stepping in? they're not spending it on cars or houses or holidays, they're spending it on.... uhhhh... nobody knows. it's one of our most important departments, but they have nothing to show for the last 10years.

Isn't that the same as pretty much all govt departments except SARS?

I'm curious as to what these "broadband taxes" are though?

Honestly it is not rocket science, the plan can be simple and be reviewed later to see how effective it has been. Doing something according to some sort of plan is way better than doing nothing and just talking about a plan.

Simple plan, support national fibre infrastructure roll outs by getting municipalities connected as main nodes, DFA is fine. Then connect to schools, hospitals and clinics then build out from there. Use wireless as an interim solution. Make a call on the frequency allocation, any call, just do it and stop talking so companies can do what the do best. Make sure whoever is doing quality assurance are not the same people who are providing the solution.

Expenditure on consultants increased significantly between 2009/10 and 2012/13 for service providers who assisted the department develop the report on baseline data on broadband coverage, penetration, speed and cost, and implementing a testing centre for set top boxes.

If I were a gambler, I would bet that Roy Kruger and Dinosaurus Pule's other boyfriend collectively penetrated (the tax payers' kitty) the most out of all the "consultants".
