Well you can always just try the bigger shops around, i.e. CycleLab . http://www.cyclelab.co.za

They got a few shops between Pta and Jozi.

However i guess it depends on what you'd consider "fair quality" , i don't think cyclelab is the cheapest shop out there [simply because you won't get your cheap Makro/PicknPay-type of bicycles there], but you'll definitely get the top of the range stuff there.

Cycle lab is expensive. My g/f and I bought our bikes at Johnson's cycles in Edenvale.
